Guangdong as Guest Province of Honor: Turning Two-Way Investment Cooperation into Concrete Results at CIFIT
9月 8 日，第二十六届中国国际投资贸 易洽谈会在厦门国际博览中心启幕 。本届 投洽会首次设置“双主宾国 ”，芬兰、沙特担任，并首次安排广东、青海两省 作为“双主宾省” 。作为主 宾省，广东已组织 21 个地市和重点企业参 团，设置 720平方米主题展馆，把吸引外资 与助力企业出海摆在并重位置，让双向投 资合作在展会内外落地见效。
For the first time, the fair features two guest countries of honor—Finland and Saudi Arabia — and two guest provinces of honor—Guangdong and Qinghai, both firsts for the event.As a guest province of honor, Guangdong has brought together 21 cities and key enter- prises for a 720- square- meter pavilion, giving equal weight to attracting foreign investment and helping local firms ex- pand overseas, with an eye to turning two-way investment cooperation into con- crete results both on and off the show floor.
本届展会围绕“投资中国”“中国投资”“国际投资”三大板块设置14个专业展区，展示新质生产力、“丝路海运”、国际供应链等热点领域，已有123个国家和地区的代表团报名参加。广东省商务厅负责人表示，担任本届主宾省，是广东深度链接全球资本、展示大湾区产业实力的重要契机。广东将全面落实省委“十五五”规划建议关于“统筹推进高质量引进来和高水平走出去”的部署，深化实施“五外联动”，当好国家高水平对外开放门户枢纽。
The fair is organized around three major sections —"Invest in China," "Chinese Investment" and "International Investment" — with 14 specialized exhibition zones covering hot investment areas such as new quality productive forces, Silk Road Maritime and international supply chains. Delegations from 123 countries and regions have registered for the event. An official of the Department of Commerce of Guangdong Province said that serving as a guest province of honor is a major opportunity for Guangdong to connect deeply with global capital and showcase the industrial strength of the Greater Bay Area. Guangdong will fully implement the "15th Five-Year Plan" proposal of the provincial Party committee on coordinating high-quality "bringing in" and high-level "going global,” deepen the "Five External Linkages,” and serve as a gateway hub for the country's high-standard opening-up.

开幕前夕，投资广东说明会已率先举行；展会期间，广东还将举办中国（广东）—芬兰经贸合作交流会、地市专场系列招商活动，展示人工智能、空天科技、海洋经济等前沿领域的技术与产品。主题馆重点突出产业集群、园区载体、政策环境，面向跨国公司、主权基金、产业资本推介合作赛道。
An "Invest in Guangdong" briefing was held ahead of the fair's opening, and during the event Guangdong will host a China (Guangdong)–Finland Economic and Trade Cooperation Conference and a series of city-level investment promotion events, showcasing technologies and products in frontier fields such as artificial intelligence, aerospace science and technology, and the marine economy. The province's pavilion highlights industrial clusters, park platforms and the policy environment, presenting cooperation opportunities to multinationals, sovereign wealth funds and industrial capital.
在吸引外资方面，广东将围绕先进制造、数字产业、绿色能源等赛道，组织多场专题对接，推介重点产业园区和重大产业平台，推动外资企业深度融入广东产业链供应链，并宣介要素保障、政务服务、知识产权保护举措。
On the investment-attraction front, Guangdong will organize multiple themed sessions on advanced manufacturing, digital industries and green energy, promoting key industrial parks and major platforms to help foreign firms embed themselves in Guangdong's industrial and supply chains, while highlighting its measures on factor guarantees, government services and intellectual property protection.
外资选择广东，看中的是产业配套与制度环境。按照“十五五”规划部署，广东将塑造吸引外资新优势，落实好“准入又准营”，促进外资境内再投资，健全外商投资服务保障体系，引导外资更多投向先进制造、高新技术、节能环保等领域，注重招引跨国公司总部以及研发中心等功能性机构。广东持续优化市场化、法治化、国际化一流营商环境，连续四年获评全国营商环境最佳口碑省份。2025年，全省实际使用外资1126.6亿元、增长11.3%，新设外资企业3.6万家、增长38.7%；今年上半年，新设外商投资企业1.6万家、同比增长8.4%，实际使用外资金额625.5亿元、同比增长6.8%。巴斯夫一体化基地、埃克森美孚惠州乙烯项目一期等一批重大外资项目建成投产，横琴、前海、南沙、河套等重大合作平台加快建设，为外资落地提供多元载体。
Foreign investors choose Guangdong for its industrial supporting capacity and institutional environment. Under the province's "15th Five-Year Plan," Guangdong will build new advantages in attracting foreign capital — easing both market access and business operation, encouraging reinvestment of foreign earnings in China, improving services for foreign-invested firms, steering more capital into advanced manufacturing, high-tech, and energy-saving and environmental sectors, and paying particular attention to attracting multinationals' regional headquarters and R&D centers. Guangdong has kept upgrading a market-oriented, law-based and international business environment, and has been named the province with the best business environment reputation in China for four consecutive years. In 2025, paid-in foreign investment reached 112.66 billion yuan, up 11.3 percent, with 36,000 new foreign-funded enterprises established, up 38.7 percent. In the first half of this year, 16,000 new foreign-invested enterprises were set up, up 8.4 percent year on year, and paid-in foreign investment came in at 62.55 billion yuan, up 6.8 percent. Major foreign projects such as BASF's integ rated base and the first phase of ExxonMobil's Huizhou ethylene project have been completed and put into operation, while major cooperation platforms including Hengqin, Qianhai, Nansha and Hetao are being built at a faster pace, offering diverse carriers for foreign investment to land.
走出去：助粤企迈向全球市场
Going Global: Helping Guangdong Enterprises Reach World Markets
服务粤企出海，是本次主宾省板块的另一重点。当前广东外贸主体持续壮大，大量中小制造企业开拓海外市场意愿强烈，但在国际物流、涉外法律、财税合规、品牌建设方面仍存挑战。依托投洽会客商资源，展会期间广东将组织出海服务商、跨境平台与制造企业专场对接，各地市也将把出海服务中心、跨境电商产业园资源带到现场，提供合规、物流、金融一站式服务。
Helping Guangdong enterprises go global is the other focus of the province's guest-of-honor program. Guangdong's foreign trade sector keeps expanding, and many small and mid-sized manufacturers are keen to enter overseas markets — yet they still face hurdles in international logistics, cross-border legal affairs, tax compliance and brand building. Leveraging the fair's buyer resources, Guangdong will organize matchmaking sessions during the event between manufacturers and overseas-expansion service providers, cross-border e-commerce platforms. Cities will also bring their overseas expansion service centers and cross-border e-commerce parks to the venue, offering one-stop support in compliance, logistics and finance.
外贸大省的身份，让广东出海需求格外旺盛。2025年，全省货物进出口总额9.5万亿元、增长4.4%，贡献了全国24.1%的增量，服务贸易总额突破2500亿美元、增长12.5%；今年上半年货物贸易进出口5.49万亿元，同比增长20.8%，历史同期首次突破5万亿元大关。广东将深入实施“粤贸全球”计划，大力发展跨境电商，推广“跨境电商+产业带”模式，优化海外仓布局，有序开展对外投资合作，以电子信息、智能家电、新能源汽车等优势领域为重点，合理布局海外产业链，加强对企业走出去服务与海外权益保护，深化实施外贸、外资、外包、外经、外智“五外联动”，以开放促改革促发展。
As a major foreign trade province, Guangdong has a robust appetite for going global. In 2025, the province's imports and exports of goods reached 9.5 trillion yuan, up 4.4 percent, contributing 24.1 percent of the national increment, while trade in services exceeded 250 billion US dollars, up 12.5 percent. In the first half of this year, goods trade hit 5.49 trillion yuan, up 20.8 percent year on year — the first time the half-year figure has surpassed the 5-trillion-yuan mark. Guangdong will deepen the “Yue Trade Global” program, expand cross-border e-commerce, promote the "cross-border e-commerce plus industrial belts" model and optimize the layout of overseas warehouses. It will conduct outbound investment and cooperation in an orderly manner, focusing on competitive sectors such as electronic information, smart home appliances and new-energy vehicles, rationally deploying overseas industrial chains, and strengthening services and protection for enterprises going global. Through the "Five External Linkages" covering foreign trade, foreign investment, service outsourcing, outbound cooperation and foreign talent, Guangdong will use opening-up to drive reform and development.

广东经济总量连续37年位居全国首位，“十四五”末地区生产总值达14.58万亿元，粤港澳大湾区经济总量突破15万亿元。广东拥有覆盖全部31个制造业大类的完整工业体系，培育形成10个万亿级产业集群，同时加速布局人工智能、低空经济、生物医药、新能源、海洋经济等未来赛道。“深圳—香港—广州”创新集群跃居全球首位，无人机产量稳居全国第一；全省高新技术企业超7万家，2025年新培育国家级专精特新“小巨人”企业688家，“百万英才汇南粤”行动汇聚海内外人才，为外资外企落地发展提供支撑。
Guangdong has ranked first in the country in economic output for 37 consecutive years, with GDP reaching 14.58 trillion yuan at the end of the 14th Five-Year Plan period, while the Greater Bay Area's combined output has surpassed 15 trillion yuan. Guangdong has a full industrial system covering all 31 manufacturing categories and has cultivated ten trillion-yuan-level industrial clusters. It is also accelerating its footprint in future tracks such as artificial intelligence, the low-altitude economy, biomedicine, new energy and the marine economy. The Shenzhen–Hong Kong–Guangzhou innovation cluster now ranks first globally; Guangdong's drone output ranks first in the country; more than 70,000 high-tech enterprises operate in the province; 688 national-level "little giant" enterprises — specialized and sophisticated — were newly cultivated in 2025; and the "Million Talents in Guangdong" campaign continues to draws talent from home and abroad, underpinning the landing and growth of foreign-invested businesses.
广东坚持全省一盘棋。珠三角核心城市发挥龙头带动作用：广州做强汽车、生物医药、现代服务业，深圳聚焦数字科技、人工智能、高端装备制造，佛山、中山推动传统制造企业转型升级，东莞稳住外贸基本盘并引进外资先进制造项目。侨乡资源成为粤东对外开放的独特优势，广东将做好新时代“侨”的文章，支持汕头、江门建设面向世界华侨华人的发展平台，引进侨资侨智、汇聚侨心侨力。韶关发力算力经济，湛江、茂名依托临港工业引进绿色石化、海洋产业项目。通过投洽会主宾省平台，集中于珠三角的外资与客商资源更多辐射粤东粤西粤北，推动产业梯度转移和区域协调发展。
Guangdong pursues a coordinated approach across the whole province. Core cities in the Pearl River Delta play a leading role: Guangzhou is strengthening autos, biomedicine and modern services; Shenzhen focuses on digital technology, artificial intelligence and high-end equipment manufacturing; Foshan and Zhongshan are helping traditional manufacturers upgrade and transform; and Dongguan is stabilizing its foreign trade base while attracting advanced foreign manufacturing projects. Overseas Chinese resources give eastern Guangdong a distinctive edge in opening up. Guangdong will make good use of the "story of overseas Chinese," supporting Shantou and Jiangmen in building platforms for overseas Chinese worldwide, drawing in their capital, talent and goodwill. Shaoguan is developing its computing power economy, while Zhanjiang and Maoming, leveraging port-based industry, are attracting green petrochemical and marine projects. Through the guest-province platform at CIFIT, foreign investment and overseas business resources once concentrated in the Pearl River Delta will have more chances to reach eastern, western and northern Guangdong, advancing industrial relocation and coordinated regional development.
广东与福建地缘相近、人缘相亲、产业互补，在电子信息、先进制造、商贸流通等领域合作基础深厚。福建是21世纪海上丝绸之路核心区，广东是“一带一路”重要枢纽，双方在拓展RCEP市场、深化东盟合作等方面拥有广阔空间。广东还将联动港澳资源，发挥大湾区辐射带动作用，共同服务内地企业“走出去”、境外资本“引进来”，并深化与福建、浙江、江苏等沿海省份在产业链协同、制度型开放、企业抱团出海等领域的务实合作。
Guangdong and Fujian are close neighbors with kinship ties and complementary industries, and have built deep cooperation in electronic information, advanced manufacturing, and commercial and trade sectors. Fujian is a core zone of the 21st-Century Maritime Silk Road, while Guangdong is an important hub of the Belt and Road Initiative — the two sides have ample room to expand RCEP markets and deepen cooperation with ASEAN. Guangdong will also leverage Hong Kong and Macao resources and the Greater Bay Area's radiating role, jointly serving mainland enterprises in "going global" and overseas capital in "coming in," while deepening practical cooperation with coastal provinces including Fujian, Zhejiang and Jiangsu in industrial chain coordination, institutional opening-up and enterprises going global together.
促落地：从展台走向项目

As the global trade and investment landscape keeps adjusting, cooperation and development remain the trend of the times.
